With the IOC's decision, what are the list of sports where Russia can qualify? Does she already have quotas? Can Ukraine or other nations boycott the Olympic Games?

Oh mine is definitely not going to be a problem neither  It's just an administrative thing, the system isn't open yet or something, but that'll be solved within a few weeks
