    But I do not see requirement to win the final races here to get 2 quotas. For Tokio if NOC had no quotas before the Continental qualifier it could win 2 quotas only with 2 first places at the Continental qualifier/.

    Are you sure about this? Requirement to win 2 races to get 2 quotas was in force before Tokio.
