but the final confirmation about an athlete starting or not, generally is given only at the teams' meeting held just before the first session including that event, so to give athletes and teams the chance to make their own evaluation until the last moment...

I don't think there is state sponsored doping in the USA/Netherlands/etc. On the other hand, I think the "private doping" (athletes/groups of athletes doping themselves) is way bigger than in countries like China or Russia. But, that's just a feeling and not based on any research
