Who qualifies for the KO-round, group winners or the first two of each group?

Semifinals for Middle and West Asian qualifying tournaments. Other regional tournaments aren't really interesting because the winners are quite obvious (China in East, Singapore in South East and India in South)

 

Middle Asia

I have a question. I assume China might win the place coming from the East Asia zone, and then suddenly two more Chinese table tennis players also secure the remaining spots at the Asian OQT. What will happen to the spots? Based on the rules, only two table tennis players are permitted to compete in the men's singles, and then other one will be eligible to the team competition instead.
