Given CHN qualified 2+ women boats in 2019 WCH already, we don't have qualification to compete the continental quotas initially. We could only compete for final regatta. Considering no one knows the degree of severity and infectivity at the beginning, people think government did a good job in general. One more thing, the reason why overseas Chinese flee back to China is that they think people overseas underrated the severity. The ignorance would lead to great outbreak later.

Beijing's daily new patients first time surpassed Wuhan today, 5 vs 4, and all are imported cases, from Spain, Italy and Thailand. So Beijing announces from 16th March, whoever enters Beijing from overseas must be mandatorily quarantined for 14 days in government arranged hotels with passengers' own expense. I think giving the points and ranking based on the qualification is a relatively fair solution. Athletes risk their health so much to compete and earn the badly needed points.
