Boats that were used for fishing on the sea (Zuiderzee), but since the sea was turned into a lake by blocking it off, the type of water and so fish living in it changed and the whole fishing thing - while definitely still existing - became a lot less massive of an industry. Just noticed it now, but it's Botters, plural Actually this made me doubt, since a botter is a kind of boat often used (nowadays mostly for tourism) in Elburg and as singular it might actually even work better

You're not going in a wrong direction. One can use it as a lid on any sort of hot beverage for a few minutes, but then directly eat it and not dismember the stroopwafel or something Just pick a stroopwafel, put it on top of one's hot beverage a little while, then take it and eat it
