To be entirely fair, Epke Zonderland, Johan Cruijff and Max Verstappen are not exactly small characters in sports. I can perfectly imagine people not knowing them, but one doesn't need to be absolute diehard fans of their respective sports to at least have heard of them

I would go with that, yes. Both countries have a jury member who has at least been online in the past two days or so, so it should work out fine.

A country is only officially 'in' once at least one member has their votes sent The deadline to send the votes was officially last night, but of course today is fine too. Both countries haven't voted yet, as soon as someone does, the country is in.
