Sanctions or not, I think Putin will laugh at them. Here's a table of the top 8 results for each country. For mixed team alpine skiing I gave the quarterfinal losers all fifth place. Along with the 29 nations which won a medal, six more achieved top 8 results; of those only Georgia and Kazakhstan achieved multiple top 8 results with Kazakhstan finishing fourth in one event (plus one 5th and three 8ths).

Hopefully no single mixed relay in biathlon - they already have too many events. If new mixed events are to be added, it should be in skicross, skeleton, parallel snowboard, where athletes currently only get 1 chance to compete.

I think they did. For Asian Games 2018, the president’s speech text is already supplied for commentators (even though he added some extra sentences)
 
Even more extreme SEA Games 2013 in Myanmar (where the language is basically mysterious), the broadcast already included subtitles for the speech of the organizing committee head 

I think it is usual thing, Every OG ceremonies I remember our commentators were reading the speeches

As far as I know, that is usually the case indeed. Subtitles have always been faster than the actual speech here, as far as I remember at least.

I don't think those architecture, literature etc. medals are counted as official

I think diplomas are usually sent by mail later anyway.

An encouragement sign for their teammate Sighel, who had some success in Poland (a few medals at last year's Euro I think), to win in the East, China. A bit extreme to call him "king of Poland"  for a few medals but probably a joke between them.
