Yes, it's a serpentine system purely based on the world ranking*.
I checked the ranking before this Championships...Rahbari was just ahead of  Deary so he would have taken his place in the draw. Deary faced Voronov in the pool.
 
*with an exception: if two fencers of the same country are drawn in the same pool, the second one is "shifted" to the next pool.

I don't know if the pools are purely based on ranking or if they have more groups based on ranking and then they make an actual draw within those (at the world champs rules could be different from world cup stages)...
the only thing I know for sure is that the top 16 of the WR are exempted from the pools and the preliminary draw, but this isn't Rahbari's case, so I guess it's a useless info...

it's obvious that this team has a lot of troubles under many points of view...they always take bad shooting decisions (giving up too many favourable chances because they're afraid to make a mistake), they lack shooting power (they should spend many more hours in the gym, imho), they're too slow in swimming skills for the small size they have if compared to most of their opponents (except for Palmieri, I guess, who is in any case too much overweight) and they're always so inconsistent (you can't go from 2 up to 2 down then again 2 up and finally lose missing the decisive penalty-shot with 5 seconds on the clock in just a period of play)...
you just can't win with a team like that...

Yep, and I really don't care about which country it is. If the Netherlands would refuse Turkish athletes (not happening, but there's some tension) I'd also say the Netherlands should be stripped off any hosting rights. Don't refuse athletes, simple as that.
