yes, that's the rule (and it's the same in the individual races)... in order to be advanced directly by the judges to the following round, an athlete must be already in a directly qualifying position (which means they have to be in the top 2 places if there are 2 slots to qualify or 3 if there are 3 and so on)...otherwise you can yourself just unlucky...
