No, being an Olympic host is not the same. Brazil's host quotas were regulated by qualification documents. Meanwhile, there is no rule saying that hosts of qualification tournaments have to compete. Monaco hosted rugby sevens tournament without their team, Mexico hosted taekwondo tournament in which they couldn't compete. Mexican taekwondo players didn't suddenly become eligible to earn more quotas (just like Russia became here). So Russia was set as the host long time ago, just like Japan in indoor volleyball. In 2008 and before there were A and B standards. They accepted all entries what resulted in going over quota limit. Since 2012 they want to stay inside the quota limit and that's why they changed the qualification system... But there should be more quotas...
