No, it's like this: 5 continental champions + Japan --> to olympics. top 4 of pro-league (not counting continental champions) + top 2 of hockey world league (which is now left only with lower ranked countries) + other 6 best ranked countries left ---> to OQT (which in turn gives the remaining 6 places for the olympics). There is almost no way for any hockey pro-league participant country to fail to reach at least the OQT since they are all highly ranked.
