It's not nearly the same situation as Scotland did have their referendum recently, while Tibet never will under the current administration.

The time frame for "generation" is very loose and can easily be manipulated. Reminds me how USA promised to grant Philippines independence but later claimed "they were not ready" so kept the colonization in tact until WWII finally swept the cards from the table and USA had no choice anymore.
