So does it mean that North Korea is banned to participate Beijing 2022? Actually many North Korean live in Beijing and they don't have to travel or quarantine, some of them can participate if granted wild card.

A country is banned for taking precautions against a pandemic. Meanwhile other like the USA is free to drone strike kids in Afghanistan without any repercussions.

They can participate but under Olympic flag as IOA. However, lets be real, chance to qualify is almost inexistant, so no one will really notice.

 

The punishment is mainly about IOC financial support which will be cut during the ban period
