Yes, the players from teams that did not qualified for the NHL play-offs, and their players were not sent to the play-offs of their respective AHL farm teams (mainly the young players with two-way contracts) are allowed.
The problem is how many of them will also confirm their participation and accept the invitation of their National Team coach.
For example for SVK, we have so far only 3 NHLers who confirmed their participation, Andrej Sekera, Tomáš Jurčo and Christián Jaroš. All others which clubs didn´t go through to the play-offs and were eligible refused the invitations for several reasons, Jaroslav Halák (end of contract and afraid of eventual injury which will complicate his new contract negotiations), Richard Pánik (expect the birth of their first child in May), or few others like Marián Gáborík (Injury), some others were sent by their teams to the AHL farm teams and others who play the play-offs are just not eligible until their team will be eliminated
but it´s the same practically for each team, meanwhile some super stars already confirmed heir participation like McDavid or Patrick Kane
Finland only has 4 guys from N-America so far. Goalis Husso & Säteri and Defensemen Pokka & Honka. This feels like 2014 all over again lol. It was a miracle that we finished that tournament with the 4th place....

Oleg Znarok is no more the Russian NT coach
Being Head Coach to both SKA & Team Russia can be a challenge, even if the players are mostly same -

and finally we got what we asked for...
after another heartbreaker (SKA once again dominated the game, with CSKA still 1-2 down until 3 minutes before the end of regulation...then came the OT, when Sorokin made a couple of miracles and eventually Grigorenko scored the game and series winner), CSKA sent SKA home with their tails between their legs...
and let me enjoy the day also thanks to the Foxes, aka HC Bolzano, who won game#1 of the EBEL final series in Salzburg, already turning the home ice advantage around...
just a little satisfaction for all the poor Italian hockey fans...
What comes to that success Bolzano is having... If you want to win, hire a finn! -

I hope Seamus is ready, because in Finland we don't have this thing called small-talk

wow! great tactical effort by CSKA Moscow (goalie Sorokin just heroic), leading them to win game #5 of the KHL Western Conference Final in Saint Petersburg by the score of 1-0...now they lead the series 3-2 and in 2 days they will have the chance to close the series at home and reach AK Bars Kazan (they swept Traktor Chelyabinsk 4-0 in the Eastern Conference Final series) in the Gagarin Cup Final...
I'd love to see SKA going home with nothing
And i hope that 32-time Soviet champ will finally win something in a Russian league -

If I'm not mistaken ( @dcro and co, correct me if I'm wrong), just 12 nations and no reserves is ok in case all of your 12 selected nations have already voted (because that means they won't be DQ'ed so you don't need reserves)
Don't say if that means you need reserves or not, it's just a free advice in case you think "hey all my 12 nations have already voted"
That's true
