Just speculating here: they wanted to host the road events during the weekend when the roads being closed would cause less disruption. That was the goal in Toronto 2015 as well
The USA lost the women's 4x100 relay to Canada at an non-home games for the first time. Canada won in 1999 and 2015 and now 2023. These are the only 2 have ever won the event.
