Whose decision was this, Team Canada's or the Organising committes?

I’ve been told there are no straight finals planned for the swimming. 

I’m suprsied the games is still that big!  

Actually now that I look at the numbers, it makes even less sense. Almost the entire reduction of 4800 athlete down to 3000 is explained by the removal of events. There's no reason to halve our swim team, considering we likely have the third strongest team
