honestly i am trying to figure it out myself.....

 

 If the athlete qualified through continental qualification, the quota place will be reallocated to the next best ranked athlete of that continent according to the Continental Ranking List regardless of the athlete’s weight category, while respecting the following principles:.
 Maximum one (1) athlete per NOC can qualify through continental qualification across all weight categories and genders.
 Maximum two (2) athletes per weight category per continent can qualify through continental qualification.
 Gender quotas must be respected in each continent, as per the table in D. Qualification Places.
 If a continent fails to use its full allocation, any remaining quota place will be reallocated according to the IJF World Ranking List of 30 May 2016 to the highest ranked athlete, not yet qualified, in the respective gender, respecting the maximum quota of one (1) athlete per NOC per event.

Yes. Luciano Correa was our number 1 athlete for years in the -100kg class, being world champion once and also having won the last two Pan American Games. He was going for his third Olympics but didn't achieve great results this season - being surpassed by Rafael Buzacarini in the rankings. While the ranking was not the only criteria for the selection (Kitadai was chosen over a better ranked athlete), Buzacarani is clearly better at the moment.

The only sorta surprise i see is at 60, Eric Takabatke finished the ranking period with more points then Kitadai

Yes, Takabatake finished the ranking period ahead of Kitadai, but barely. While the ranking has certainly played a major role in the selection, other factors were considered. For instance, Kitadai has a much better history against top 12 athletes, and also is a current Olympic medalist.

IJF finally made their final OQ checks. https://www.judobase.org/#/wrl/1/ogq/0

 

Some changes:

-They finally removed ineligible Curacao and gave the quota to Bolivia

-Congo lost their quota in -100, but gained it in +100

-Mali got Congo's -100 quota

-Uzbekistan officially received the unused Oceania's quota, in men's -100
