A new forum can be a VERY confusing place. Really, why would anyone new assume that this contest always has different organizer? Is that even written in the rules?
 
Also, remember that the Turkish user immediately entered an eligible song (released after January 1, 2017). Odds are that he actually read the rules, and not that he's some clueless rando.

I see a buttload of users who I only ever see in TISC or prediction contests or maybe their own national thread. No reason to not allow them to participate. Is following the rules really that much more important than having an extra song to vote for in a music contest that's just for fun?

The hill on the right was part of the course for Brazilian cross-country sprint championships, with the start all the way down (sort of down on the left of where the photo was taken), then the climb to the top, a turn, downhill with some turns and back to the start/finish

I love all of the awkwardness that comes every single time I try to explain TISC to an outsider. Oh, it's a musical competition and the whole world is involved. It's on a sports forum The worst thing was when our manager scheduled a concert on the day when I told her that I'm busy (had to host TISC) and had to explain what I was busy for, so after 15 minutes of Awkwardville, it ended with me re-scheduling the final a week later
