But if the NOC re-consider it, and tell the ICF they want the quota place back, will it be given back to us?

They already awarded the quota to another crew, it would be unfair to say "no you can't go anymore because Romanian NOC changed their mind". I don't think this could happen in any sport.

Yes, it seems unfair, but I wonder if there are any regulations regarding this kind of matters.

Didn't this happen in sailing where Germany rejected the Nacra quota which then went to Puerto Rico and suddenly Germany accepted the quota again?

The difference is that Germany never officially declined it (it was only a rumour). ISAF never showed that quota as delclined in their summary.

Romanian NOC published today a press release on their facebook page, stating that Leonid Carp and Stefan Strat (C2-1000 m) are considered innocent and their ban will be lifted, thus they will go to Rio. I still wonder if that is possible...

If you'd like to help our fellow Totallympics member Bruna Moura get to the 2026 Winter Olympics, after her car crash on the way to the 2022 Olympics, every tiny bit of help would be greatly appreciated! Full story and how to help can be found here!
