    It's bizarre. In Tokyo so many sports went over their quota including athletics. I guess they are desperate to stay at 10500

    They can do whatever they want, it's their event It's happened before. Toronto 2015 was a shit show in terms of athletics entries and so many people were cut last minute (across all countries)
