They would've assessed this during the b finals and came up with the conclusion to redraw the lanes hence why we had at least a 20 mins delay between a para rowing event and the W4x. Every year we see the same in rowing, Germany dominates all season long just for someone to completely explode at the world championships, i fear it will be the same in men's eight. Either Germany always gets their training wrong or some of the other nations have a magic way of hitting another level at the world championships.
