Has anyone in the history of world football ever scored a stutter step penalty?  Back in ye olden days when goalies routinely dived before the taker kicked the ball, it might have been worth a try, but now when goalies are more disciplined all it means is just a slow-paced kick That the goalie is more likely to save.
