Best sprinter of all time: absolutely no way at all, not even anywhere near it. I would, however, name him as one of the best cyclists of all time without much of a doubt. Calling him the best sprinter of all time (or even one of the best sprinters of all time) is 1) not really true and 2) takes away from his qualities which are so much more than just sprinting.

And apparently it's been fixed in Polish favour indeed: tests are negative and the whole qualifying has been thrown overboard to make an exception that fits the organizers better. As if they'd have done this for, say, the likes of Zografski, Soukup, Aigro or Dean. Oh well, good for the strength of the competition of course, let's see if they can turn their incredible post-Christmas luck into something good.
