Say, an athlete A gets a quota place in 10m Air Rifle Men. Now, if he has achieved MQS in any other event, he can start in those events as well as long as there are max 2 athletes per NOC in an event. This is the Double starters rule. For Mixed Team events, if an NOC has a male shooter and a female shooter with required MQS, they can be entered as a team in the Mixed Team event.

It does appear that we did make a mistake and Ajay Singh, the weightlifter is not suspended but Ajay Thakur, Kabbadi player is suspended. I am not sure of his fitness though as he has not participated anywhere for quite some time. Also, this list includes Rakhi Halder in 59kg, almost surely in a qualification spot, who is provisionally suspended. Don’t know if there are others like her in the list as well throwing all our calculations awry.
