    All in all, I think that Morocco actually has participated 5 times I gave them points three times and I still remember two of their entries not counting those three.

    Yes, but you have to run through various three month trials and rankings in order to prove that you would rank your selection amongst the twelve chosen in the competition. It's easier not to win and just vote for the winners.
