Sporting events in India are typically held in Nov-Dec or Feb-Mar Yes unfortunately, the new rules appear to be very firm and were introduced after Sydney 2000 which commenced their Games in September. These new rules favoured Brisbane 2032 but effectively ruled out Sydney, Melbourne and the other southern capitals from bidding again as it is too wet further south of Brisbane. It's true that our NOC president said that the candidature would have some venues outside of Madrid to save some money and he specifically mentioned Barcelona (swimming), La Seu (canoeing slalom), Sevilla (rowing and sprint canoeing) and Palma/Valencia (track cycling). Right now none of these sports has a proper venue in Madrid, but in the case of swimming last year the city approved extra funding to continue building a big swimming complex close to the Wanda Metropolitano, so they will probably won't need to have it in Barcelona. It’s the unsafe extremely hot weather conditions that will stop a July/Augustbid from Qatar dead in it’s tracks. July/August temperatures in Qatar are far too unsafe for all involved, athletes, officials, spectators particularly outdoor events, even at night. The 2022 World Cup is being held in Nov/Dec in air conditioned stadiums. The IOC’s new rules are simply not going to allow an Olympic Games be held in November or December - period. Money always talks and Qatar doesn't have to host the SOG in November or December. Besides IOC rules can always change - and Qatar will keep bidding for those SOG. You can't host them in USA, Australia or Western Europe all the time to deny Qatar their wish. IOC has buckled down to Chinese money already, they will do so to Qatar as well.
