One question regarding shooting. 
there is a sentence which says quota can be obtained only in the final stage of the ISSF championship. 
 

Does that mean if at some event only athletes who have quota already reach final, there will be no quota allocated? And if yes what happens with that quota?

 

ok this is not a very realistic scenario, but could happen at the WCH 2023 where 4 quotas are distributed per event, and there will be many good shooters who won quota already.

There’s nothing that directly handles an oddity like that, but based on the reallocation section it seems likely that the quota would just be allocated using the OROG

As said not a very realistic scenario but could happen at the WCH 2023 especially in rifle that you have eg 5 shooters in the final who have a quota already. 
 

also if my understanding is correct Olympic ranking will start in August 22 only, not as we all thought in January 22?

Yes, the Olympic ranking starts from 14 August.

 

I don't think that scenario with quotas not assigned is too unrealistic, also considering that 1 NOC can earn only 1 quota at every Championship.

 

Anyway with only 1 place by ranking, the World Cup is now greatly devalued.

The fencing team qualification system full of randomness and chaos remain unchanged. I still remember Hong Kong received the Women's Epee team quota with absence just because China and Korea both in top4. I don't like this kind of meaningless bonding.

Fencing has an official tripartite quota while judo transferred 5 tripartite quotas to the mixed team event so nations with only 5/6 eligible athletes can compete (priority to each continent)
