I think we determine eligibility based on the singer/band's nationality and almost the entire song is performed by Molly Sandén, so I would say that it's a Swedish song with an American (Will Ferrell) singing a few lines. 

 

Edit: And also the acoustic version outside of the movie is performed by only Sandén.
