IFSC has changed the dates for European Championships. Now, this is scheduled from 20th to 29th November

The qualification system does not quote any interruption on the qualification period. The revised Qualification System says: "OGR points to qualify for the Olympic Games, which are used to calculate the athlete’s average number of points and the athlete’s position on the OGR, can be earned during the period beginning 1 July 2018 and up to and including 21 June 2021 for the men’s OGR and 8 July 2018 and up to and including 28 June 2021 for the women’s OGR." So, I believe the answer is: Yes! Also, here you can find the events which are counting for Men's Ranking. (The events for women are described on the Revised Qualification System file)
