For rugby players, yes (non-Olympic). For boxers it's a little tricky since professionals can compete at the Olympics, even though most of them won't. Since it's allowed, I think they should be up for the main category. I don't know much about the Boxing situation, but if an athlete can't compete at the Olympics, he can be considered for the non-Olympic category.
