For rugby players, yes (non-Olympic). For boxers it's a little tricky since professionals can compete at the Olympics, even though most of them won't. Why are the best not allowed to try and qualify for the Olympics? I don't know much about the Boxing situation, but if an athlete can't compete at the Olympics, he can be considered for the non-Olympic category.
