I think the only way for Suriname to qualify is if South Africa gets spot in women's sprint and then doesn't accept it. If I remember correctly South Africa does have a provisional quota there. And if I'm not mistaken any unused quota goes to tripartite commission who can allocate it in a different event.

Are you sure with the list of qualified NOCs for Europe? Doesn't Colombia have two riders competing in men's sprint? Anderson Parra had collected more points than Adam Ptáčnik in the UCI Olympic Track rankings.

America can win only 2 quotas in men's sprint.
