The document very specifically says will, not may. From my reading of the document the only real discretion is if a swimmer is injured or otherwise no longer in good enough form to hit the standard.

There is absolute discretion in so far as what constitutes fitness, but by the wording of both the nomination document and the definition of fitness anyone who hits an A standard or a B standard at trials and who is invited by FINA should be selected.
