To use Germany as an example, couldn't Lukas Märtens get nominated instead of Oliver Klemet? By the way, I'm convinced this won't happen, because Klemet is strong in Open Water while Märtens focusses on the pool, but shouldn't it be theoretically possible? Austria and Czech Republic both get the reallocated quotas, so going off the Wikipedia Czech Republic should replace the second American quota. For my list, I was just referencing athletes from NOCs that don't have two athletes in an open water event. You are mostly right. Quotas at the 2023 world championships were awarded to the athlete while quotas at these world championships were awarded to the NOC. So Italy would be able to select Paltrinieri but for Germany, Wellbrock and Klemet qualified in 2023 so I believe they have to be selected. I would say 1 or 2 on the men's side and maybe 1 on the women's side. Pretty much all the big names apparently didn't take this competition very seriously.
