This is only quota if the countries qualify at least one athlete in Road Racing... from what i read on the official document, this doesn't make any sense for me.

Really? I guess technically it says that it goes to NOCs which have qualified to the road race (which France has fulfilled), but I think they also meant that they need enough places.

 

France does have eligible track athletes that could compete in the time trial, but they do have strict eligibility criteria.

    • It's all hogwash especially in the short attention span generation. Like nobody cares about Free Tibet anymore either. Free Palestine will last a lot longer due to Saudi Arabia becoming a sponsorship force in sports.   Israel is too weak in soccer to qualify from UEFA zone. The only time they qualified was from the Asian zone and they only beat Australia & New Zealand who were complete nobodies in the 1960s. No such luck in the 60 years since.
