It's the fact that Tunisia finished in front of DR Congo to qualify... was very close actually, leading 2:0 over Tunisia, but then in the final few minutes Tunisia tied and qualified...

I thought Tunisia qualified after a 0-0 draw against Libya, but I do remember some shady stuff going on in those qualifications
