  17. A country becomes a tripartite nation if in the previous two Olympics (with summer and winter being separated, I assume) they had an average of no more than 8 athletes, correct? Is there any drawback to becoming one, like for example Angola and Paraguay probably, or is the only negative side of that the fact that apparently you're able to send fewer and fewer athletes?
