Countries eligible for one of the 24 Tripartie invitations (these have at least one MQS and have not qualified a shooter). Only 15 are eligible, and keeping in mind only max 2 per event. For ex. and only have one MQS in Air rifle men. Will both be given the quotas just based on no other athlete being eligible? The qualification system is not clear enough
