From the official qualification document: G.2.1 Where the Host Country obtains athlete quota places through the Global World Qualification Competition or the Asian Continental Qualification Competition, the unused Host Country Places will be reallocated to the next highest placed NOC, not yet qualified, in that event respectively from the Global World Qualification Competition or the Asian Continental Qualification Competition. After this he would need a miracle to qualify for the olympics. It is very sad to see that a guy with his talent only won 1 olympic medal (so far). On the women's side Funk (who is already qualified for the olympics) only was the 3rd best german, i am not sure whether it was premature to already select her for the olympics ... But this time it will be a total mess, because there are so many double starters in women's events. Honestly, they should just ask the athletes to pick their one and only event.
