Well Luca Armbruster was the top finisher in the 100m butterfly at German Championships missing the OQT by 0.01 seconds. With a consideration time, he would've needed an invitation from World Aquatics to compete individually. Based on the athletes that were invited, it looks like World Aquatics was prioritizing athletes from events with a low number of qualifiers.
