They are as incompetent as one can be in these cases, which of course is already shown by the mere fact the UK got this event in the first place (meaning everybody knew people like the Eritreans were fucked). To be fair, the secretary-general of the Eritrean Cycling Federation, Misghina Haile, told BBC Tigrinya that no Eritrean cyclist had been denied a visa so quite possible that GCN is trying to make a story out of nothing. Either denied or incredibly delayed. There were no denied visas for athletes going to commonwealth games last year and that has a pretty heavy contingent of African athletes. That being said, can quite easily believe that there have been delays - the UK Home Office is not known as a model of operational efficiency.
