The lady announcer might be the from Asian Winter Games 2011 in Kazakhstan. The way she say "the Republic of BelaRUSSSSSSS" is so noticable.

A lot of the announcers go games to games. Figure skating at the Olympics for the last 3 cycles has been done for same person. Basketball announcer at Toronto 2015 will be in Lima and there are many other examples Im sure. So you may be right
