No. UCI didn't use any interpretations. It was (and still is) clearly written that an athlete must qualify for road race in order to compete in time trial. Any child can understand that. I just hate when people blame everyone else for their own shortcomings (especially as idiotic as not reading the qualification system).

there are 3 different back-up systems...

it's basically impossible that the clockings are wrong...

they're just flying...it remains to be seen if they're doin' it fairly or not...
