Pretty much. She's a good depth pick for the freestyle relays.

its worth mentioning that the coaching staff could switch things around if someone is looking particularly strong leading up.

Correct, the sport director can choose anyone on the team to swim in the relays. The only caveat is that the relay-only swimmers must swim in at least one relay. If not, then Canada's final relays (men's or women's 4x100m medley) will be disqualified.

Someone on SwimSwam pointed out that the final of the men's 200m IM is on the same day as the heats of the mixed medley relay, so Apollo Hess was likely picked so they can rest Finlay Know that morning.

 

There is precedent for Swimming Canada picking someone specifically for the mixed medley relay, that was Javier Acevedo's only swim in Tokyo.
