Russia should be banned for 24 years because of the state doping affair between 2008 and 2014 

 

then, they should be seriously investigated for what they did in the following years

 

and only once they have paid the prize for their cheating (a true prize, I mean...not that farce of the no name/no symbol/no anthem "punishment"), they could return to action in the world of international sport

It’s just a great weasel word.

 

We all want  to come back to International sport "when they are in compliance". But there are very differing opinions on what that means.

Remember that Russia's IOC suspension was for a "breach of the Olympic Charter because it violated the territorial integrity of the NOC of Ukraine" not for any other reason. Restoring Russia without that changing would have huge repercussions for other nations.

The olympic charter is toilet paper. Russia was suspended because otherwise western sponsor companies would pull out and some big countries would've boycotted Paris. Money is the only thing that matters to IOC.

A ceasefire agreement, no matter what it ends up looking like would likely be enough for the IOC to bring Russia and Belarus back and not wear egg on their face.

 

Until then, we'll likely have a continuing participation of neutral athletes.
