I kinda reminds me of the 2013 Confederations Cup when Fernando Torres was the top goalscorer thanks to his 4 goals in the Spain 10-0 win against Tahiti.

 

Oh well, it's not like being top goalscorer in a competition with only a handful of matches is that significant  

 

I'd place much more value in being top goalscorer in an actual league with 30+ matches

Belgium-England will be the last match of the group stage, they will know the composition of the Knockout Round bracket and there's a high chance that both would prefer being second in the group if Brazil win theirs.

Our commentator just said that in case of a absolute tie between two teams in the group (Same amount of points, same score difference) the used tie breaker will be the fair play criterium (counted as follow, 1 yellow card -1 point, red card after 2 yellows -2 points, direct red card -3 points)
