NOCs have to confirm their entrants but that’s the final list of qualifiers

For what it's worth: the Dutch golf federation today has announced only Anne van Dam will represent the Netherlands, the other three who met the international standards will not be sent to Paris due to not meeting national criteria. Dutch federation says they've had extensive talks with the Dutch NOC, but much to their disappointment did not manage to convince them to send the others.

I was curious if the IGF would give Swayne :ISV a universality quota, but it appears they didn't issue any :(

The first few 'general' alternates (as opposed to the country specific ones for those nations whose 3rd and 4th golfer ranks high enough) are almost always shoe ins, more so even than tennis.

So what would be the final set of entries.

I assume Tapio Pulkkanen is the one who is going to have a very shitty evening, because Luiten has won his court case against the Dutch NOC, which is now forced to register him for the Olympics.

Won't the other golfers also get to be registered?

No, he based his case on his own results. I believe the others, unfortunately for them, can't really present similar results and so probably didn't believe a case would have any chance.

Edit: now hearing mixed things about the other two, I'll take a look around.

    • That was known from the start for  and will be planned for.   Sadly just the reality of sports in North America. Canada and the US are both huge, a flight from Vancouver to Halifax or from Seattle to Miami is north of five hours. Every sports league in North America has to deal with this kind of travel logistics on the regular, so none of this will seem particularly unusual to a North American player.
    • That’s not a long distance, it’s barely a 2h flight and there is no difference in timezone. Easily doable for fans as well.
