The fourth rider will be announced later in the year and a decision still to be taken on who will fill the 2 individual time trial spots.

I wouldn't know why not. If a country has at least 1 ticket for the Olympics available, I assume it's more or less up to them to decide who gets that ticket (out of eligible athletes).

Polish Cycling Federation has announced that UCI decided that Poland can enter a cyclist in the time trial despite qualifying only for the road race.
