The qualification document indicates that each team can take 5 athletes on their gender relay and 4 athletes on their mixed relay (not sure if it's a new addition, I just noticed that). And athletes with individual quota MUST participate in the M and F 4x100m and 4x400m, but it doesn't say anything regarding the mixed 4x400m .
